The Loma Linda Metropolitan District (LLMD) is a Colorado Special District established by voters in the subdivision in 2000 under and governed by Title 32 of the Colorado Revised Statutes (CRS). The area served by the LLMD is coincident with the boundaries of the Loma Linda (LL) Subdivision as recorded in plats filed with Archuleta County. The LLMD operates under the guidance of a Service Plan, also adopted by the voters of the District in 2000 and ratified by the Archuleta Board of County Commissioners. Under the Service Plan, the LLMD has two functions – maintenance of roads in the LL Subdivision that were improved by the developer to County standards and accepted by the County and development and maintenance of parks. The LLMD is not permitted to build new roads nor improve existing roads not previously developed to County standards.

The LLMD receives funding from a number of sources, mainly a 10-mil levy on properties in the District and Highway User Trust Funds provided by the Federal government through the County. Because the District receives tax monies, it is considered to be a political subdivision and a quasi-municipal unit of local government. Because the District receives tax funding, all roads are considered public. All the roads in Loma Linda are uniformly 24 feet wide and meet County standards. Because the roads have been accepted by the County, they are considered County roads, maintained by the District, so all County road regulations apply. Roads in the District are divided into primary (about 4.6 miles) and secondary (4.7 miles), based on traffic and function. Primary roads include Loma Linda Drive, Saddleback Drive, Bonita Lane, and Eight Mile Loop from Bonita Lane to Lookout Court. All other District roads are secondary. Note that the LLMD right-of-way is 60 feet wide (approximately 18 feet from the edge of the road), so any fences or other obstructions must be kept out of this area.

The LLMD Board meets at least six times a year, usually on the first Tuesday of odd numbered months. However, the dates and times of meetings do change occasionally because of holidays and Board member schedule conflicts. Notices of meetings are posted on the bulletin board at the entrance to the subdivision, at the County Courthouse, and at the Ross Aragon Community Center at least 24 hours prior to a meeting, as required by law. The Board’s meetings will usually be held at Ross Aragon Community Center. Any change in meeting location will be mentioned in the meeting notice.

All meetings are open to the public and residents are encouraged to attend. The Board’s meeting site is fully ADA-compliant.
